(1) The quantity of water named in paragraphs of the Commodore's letter viz. 800,000 gallons per day appears small for an Establishment of the nature of the Naval Yard. The charge for this quantity by meter would be at the present rate (800 x 0.320) $160 and $24 per annum metre rent, making in all $184 per annum.
(2) The sections of the paragraph Ordinance referred to in para 2 viz., Section 6, 14, 17, 19 and sub-sections 4 and 5 of Section 18 refer to the following matters.
